How many Debts Recovery Tribunals are there in India?

There are 39 Debts Recovery Tribunal benches sitting at 25 cities, and 5 Debts Recovery Appellate Tribunals — at Allahabad, Chennai, Delhi, Kolkata and Mumbai. Several cities hold more than one bench: Chandigarh, Chennai, Delhi, Kolkata and Mumbai each have three, and Ahmedabad, Bangalore, Ernakulam and Hyderabad each have two. The tribunals are constituted under the Recovery of Debts and Bankruptcy Act, 1993 and administered by the Department of Financial Services, Ministry of Finance.

Is there a DRT in every state?

No. The tribunals sit at 25 cities, so several states have no bench of their own and are covered by a tribunal in another state. Madhya Pradesh, for example, is served by a single tribunal at Jabalpur — there is no DRT at Indore or Bhopal, despite both being widely cited. A borrower or bank must file at the bench holding territorial jurisdiction over the matter, not at the nearest city.

Which DRAT does my DRT appeal to?

Appeals from a DRT lie to the Debts Recovery Appellate Tribunal for that region under Section 20 of the Recovery of Debts and Bankruptcy Act, 1993, within thirty days of receipt of the order. DRAT Allahabad covers Allahabad, Dehradun, Jabalpur, Lucknow, Patna and Ranchi; DRAT Chennai covers Bangalore, Chennai, Coimbatore, Ernakulam and Madurai; DRAT Delhi covers Chandigarh, Delhi and Jaipur; DRAT Kolkata covers Cuttack, Guwahati, Hyderabad, Kolkata, Siliguri and Visakhapatnam; and DRAT Mumbai covers Ahmedabad, Aurangabad, Mumbai, Nagpur and Pune. What is the minimum claim for filing at a DRT?

Under Section 1(4) of the Recovery of Debts and Bankruptcy Act, 1993, the tribunals have jurisdiction over claims of ₹20 lakh and above. Claims below that threshold go to the ordinary civil or commercial courts. A single debt cannot be split into smaller Original Applications to come within the threshold.
